Spring 2021 SUNY Fee Guidance

  • Ms. Riotto stated that the College has sent the Cabinet endorsed proposals to SUNY regarding the adjustments to following fees:
    • Charge 80% of the Athletic fee
    • Charge 82% of the Campus Recreation fee
    • Charge 65% of the BSG fee
  • Ms. Riotto stated that the initial feedback from SUNY is positive.  We are still waiting final approval.
  • In regards to the Transportation fee, SUNY guidance for the spring semester states if a student is fully online/remote, then they cannot be charged the Transportation fee.  Ms. Major added that our current fee tables in Banner don’t allow for the removal, so IT has been involved to develop a program that will identify students that are enrolled in only online classes and overnight will remove the Transportation fee if there is one on the student’s account.  Additionally, the program will assist with analyzing students who were enrolled in only online classes, but now may have a class on campus and will assess the Transportation fee overnight. The fee will assessed based on the full amount of credits for the semester, not just the credits that are taken on campus. 
  • Ms. Riotto stated that a refund schedule has also been developed so that if any time during the semester the campus has to pivot and go fully remote.  The schedule was endorsed by Cabinet and has been submitted to SUNY for approval.  

Course Related Fees

Winter and Spring 2021 Fee Adjustments

As previously discussed, all winter and spring 2021 course fees would be reviewed to determine if a student would benefit from the course fee, if not then the fee should not be assessed.  Ms. Killion worked with the different Schools to obtain this information.  All fees have been adjusted with assistance from Registration and Records. 

Overall Fee Review Project Update

  • Meetings have occurred with the workgroup that included Ms. Riotto, Ms. Hallenbeck, Ms. Killion, Dr. Ross and Ms. Maxwell to develop the process and MachForm.  
  • A meeting occurred with Dr. Sia, Dr. James and the workgroup to obtain an assistant dean and associate dean perspective on the best approach to obtain the needed information.  They provided great feedback.
  • Members reviewed the spreadsheet and MachForm.  It was suggested to add departmental funds to the question that included how the use of the course related fee funds were different then using equipment replacement funds. 
  • Dr. Spiller suggested conducting an annual review of the course related fees.  It was agreed that it might entail only 20% of the fees and the form would be adjusted to look for more specific information. This review would either be conducted by this committee or the Internal Controls committee.  
  • Next steps are to finalize the form and present it to the Chairs that have departments that assess fees.  Once that is done, the forms will be sent out to be completed.

2021-22 Course Related Fee Call Letter

The Call Letter will be going out in January or early February.  If the committee receives any requests for new fees, the requestor(s) will be asked to come to a committee meeting to answer any questions or provide more information.

2021 Fee-Based Budget Presentation Call Letter

  • Members reviewed the updated draft that Ms. Hallenbeck and Dr. Spiller developed.  This also included any suggested changes from JPBC.  No changes were suggested at this time.
  • Members discussed the date of the presentation as it could be adjusted slightly this year with the shifting of the start and end dates of the spring semester.  It was determined that BSG would be consulted to determine the best date.  Once the date is finalized, members will receive an evite to attend a JPBC meeting to view the presentations.  
  • The goal is to send the Call Letter out to Fee Managers before Shutdown

Spring 2021 Graduate Student Representative

With Ms. Dedicke unable to serve on the committee in the spring, members discussed a student that could become the next Graduate Student Representative.  Mr. Harrison suggested Kristina (Tina) Murty as she is interested in joining the committee.  Members agreed on the suggestion and would seek approval from BSG.

Members expressed their appreciation to Ms. Dedicke for her contributions to the committee and provided best wishes for the future.

Discussion & Planning: Fall 2020 Items

It was discussed that Ms. Hallenbeck and Dr. Spiller would review and update the 2021 Fee-Based Budget Presentation Call Letter. The letter will be reviewed and approved by members at a future meeting.

Other Items from the Committee

  • Dr. Banerjee stated that she will not be serving on the committee next semester, as they are currently searching for a new Director of Special Sessions.  
  • Dr. Banerjee asked if members had any questions regarding the Online Student Survey that was reviewed at the last meeting as she was unable to be present.  There were no questions at this time.
