Welcome and Announcements
- The meeting summary from our last meeting was reviewed.
- All future meetings will be in-person and in the Union.
- At this point, we have not received many course fee requests for summer. Therefore, our meeting on February 17, 2023 will most likely be cancelled unless we receive requests over the next few days.
Updates to the Committee
Update on Spring 2023 Course Fees
- Three course fees were submitted to SUNY. PES 533 Therapeutic Interventions and PES 545 Clinical Experience in Athletic Training were both approved. One was for $30 and the other for $100. The course fee for PBH 312 Mental Health was not approved by SUNY. They felt it covered routine materials that the student should be purchasing on their own. Dr. Rhodes asked what other options could be done for the denied fee. She was directed to either provide the students with an access (key) code and have them purchase the necessary materials on their own or to have the department cover the materials cost.
Update on Fall 2023 and Spring 2024 Course Fees
- The call went out shortly before shutdown. The deadlines were a little different this year with Summer 2023 fees being due by February 1, 2023 and Fall 2023/Spring 2024 fees due by March 1, 2023.
- As of today, we have not received any new Summer 2023 course fee requests.
- ESC 477 Storm Chasing will be submitted to SUNY for approval. The fee has gone through the process of safety concern review with SUNY Council and Cabinet has approved the fee to go forth to SUNY for approval.
- We are anticipating a handful of Spring 2023 and Fall 2024 fee requests to be submitted for review by the committee.
Revenue/Expense Tracking
- Last fall, when we submitted a request for a new Biology fee, SUNY highlighted a portion of a SUNY policy requirement that we needed to have a separate revenue and expense tracking system that broke down both revenues and expenses by course fee per account.
- Budgeting sent a request out to departments to fill out an itemized list of expenses, and which courses they are used in. This request is due back to Budgeting 3/15/23 and will assist in answering any future SUNY questions. It will also allow us to be prepared in advance, if we are required to submit this information.
- Moving forward it should be a little easier on departments as they will only have to fill out any changes or updates on this template.
Pending Fee Proposal: Department of Theatre and Music Studies
There are no updates at this time. The department has not reached back out regarding this proposal.
Broad-Based Fees
- There have been no updates from SUNY regarding changes to the broad-based fee policy and procedures. Therefore, we will be moving forward with our historical process.
- The fee budgets will be presented at the JPBC meeting on March 9, 2023.
- The student forum will be on Friday, March 3, 2023, at 4:00pm.
- Just a reminder, Fall 2022 was the first semester that the double tech fee was not applied so there may be an impact on this budget.
- The leadership team will be meeting on February 7, 2023, to discuss board-based fees. This is where there will be negotiations on the amounts each department can increase their fee.
Discussion and Planning
Exclusively Online Grad Programs
- There were about 15 or so exclusively online programs that Student Accounts was not aware of due to being newly approved. Therefore, the fee tables will need to be revised in Banner.
- It was requested that individuals involved with newly approved exclusively online programs notify Student Accounts of these programs, so students are charged the correct amount for fees.
Replacement Diploma Fee Increase Update
- Mr. Dowe did submit a proposal for the replacement diploma fee increase.
- The proposal will be reviewed by Dr. Hallenbeck and sent to Jim Wall for review and submission to Cabinet for approval.
Course Fee Financial Hardship Waiver Policy
- The policy has been reviewed and approved by Cabinet.
- The Policy Committee made some minor edits, and the updated document was distributed to committee members to review. In addition, the Policy Committee had some questions after their review. They asked where the policy is going to be advertised and when can students start to apply.
- Members discussed that the form should be placed in Banner so that the student would need to be logged in to apply. There is a SSB conversion in process, but until this is complete it will be suggested that the policy reside on the Financial Aid webpage.
- It needs to be determined if there will be a special detail code or if it will have to be manually adjusted by Student Accounts.
- It was stated that Financial Aid needs to be the starting point of review to identify need.
- It was agreed that the waiver would be available starting in the fall.
