CBFRC Summary: October 11, 2019

Announcements

  • Mr. Montano was introduced as a new committee member
  • Ms. Riotto announced there is still a vacancy for the Graduate Student Representative. Mr.
    Harrison suggested the Graduate Assistant (GA) who works in the Center for Graduate Studies. This GA works during the hours that we meet. Ms. Riotto requested that Mr.
    Harrison discuss this opportunity with the GA and if interested, we would need to seek the
    endorsement of BSG.

Summer 2020 Course Fee Request - presented by Dr. Karen Schuhle-Williams

Dr. Schuhle-Williams presented a course fee request for HEA 663, Seminar 3 in Higher Education. The fee requested is $119.05. This fee would cover the cost of taking the Emotional Intelligence Rationale test and the analysis. This course does not have a textbook associated with it.

The following questions and discussion points occurred:

  • The assessment is very personal and having to share that with the professor and group could lead to an uncomfortable situation. Dr. Schuhle-Williams stated that the student would be the only one to see the assessment, the certified trainer and professor would assist in navigating the results in a general manor.
  • The question was raised if the assessment was approved by College Senate. Dr. Schuhle-
    Williams stated that the course topics were the assessment was finalized after the approval.
  • The fee only covers the cost of the test and the analysis. This does not cover the cost of the
    certified trainer. The expense of the certified trainer will be covered by a different budget.
  • The question was raised if a student could waive the fee if they had recently taking an
    undergraduate course that is similar. Dr. Schuhle-Williams stated that a student would not
    have an opportunity to waive the fee as this fee covers the specific test that is different from the tests that are taken at the undergraduate level. This is more extensive and an opportunity to learn more.
  • The question was raised if the fee would change if the enrollment were under 15 students.
    Dr. Schuhle-Williams stated that the fee stays the same, as it is the amount the company
    charges for taking the test.
  • The question was raised if they would be taking the test in class. Dr. Schuhle-Williams
    stated that the test would be taken before the course begins.
  • The question was raised if students meet collectively or one-on-one with the certified trainer. Dr. Schuhle-Williams stated that at first they would meet collectively and then break off into groups.
  • The question was raised regarding if the analysis that is provided after taking the test
    explains the results or do you have to take the class to get the explanation. Dr. Schuhle-
    Williams stated that the results do include an explanation but the class provides deeper detail.
  • The question was raised whether there is a backup plan if this is established as part of the
    program and the current certified trainer is no longer accessible. Dr. Schuhle-Williams stated she always develops a contingency plan with the subject matter experts and the backup is aware of the plan.

At a later discussion, the members discussed some concerns regarding the fee. Members’ concerns are:

  • Students discussing personal information about themselves and this is not a counseling related course.
  • This is an expensive fee for a one-credit course.
  • We do not know the credentials of the certified trainer and what training is involved to become a certified trainer.

Given the deadline to submit course fee requests to SUNY is February, we have time to discuss our concerns with the Dean. 

Fall 2019 Items

Re-engineering Fee-Based Budget Approval Process

  • Ms. Riotto announced that we are moving forward with the Student Fee Forum on November 13, 2019 from 4:00-6:00pm in the McCue Auditorium.
  • Ms. Riotto stated this forum will fulfill our biennial review process but we should consider
    having the forum annually, as it is an opportunity to educate students, faculty and staff about the fees.
  • Ms. Riotto stated that we are still in the process of establishing a Zoom call for Brockport
    Downtown, videotaping and setting up a website dedicated to this information as well as the feedback form.
  • Members discussed including the BSG fee in the presentation. It was decided that BSG
    would not be included this year due to the change with the concert, this could distract from
    the education of the other fees.
  • Members will review the Call Letter for the Student Fee Forum and send Ms. Riotto any
    feedback for changes.
  • Members discussed the feedback form.

2020 Fee-Based Budget Presentation Call Letter

Members discussed the Call Letter. It will be a qualitative approach this year. Therefore
allowing the Budget Office time to have meetings with the various departments and their
Assistant Vice President and Vice President.

Items from the Committee

Mr. Montano stated that the students that attend courses at Brockport Downtown have stated that they would like to see the Health Center provide services at that location. There are many programs that are solely based at Brockport Downtown; therefore, the students are not on the Brockport campus to receive services. Ms. Riotto stated that she would reach out to Cheryl Van Lare, the new Director of the Health Center, to address this concern. In addition, students will have the opportunity to voice this request at the Fee Forum and/or by completing the feedback form.
