Please be reminded that split ordering is not allowed. Purchases should not be divided so as to fall under a particular dollar level in order to avoid competitive purchasing. This type of purchasing will jeopardize SUNY Brockport’s current flexibility and result in losing our higher thresholds.

Only four people are recognized but the State of New York for the campus. That is the President, Vice President for Administration and Finance, Assistant Vice President for Administration and Finance and Management, and Director of Campus Services.

Employees, other than those listed above, who sign on behalf of the University may be held personally liable for the agreement and its terms.

No. Amazon uses third party vendors, which is prohibited by New York State.

No. Departments must use their funds to pay for copier staples.

NYS procurement regulations require a State purchase order be issued prior to the delivery of good and services(i.e., funds must be encumbered to cover a procurement before the liability is incurred). The University gets cited in audits by SUNY and State Comptroller when its employees do not adhere to this policy.

Employees who place confirming orders may be personally liable for payment for the goods and services.

Confirming orders will not be considered for processing without a written justification signed by the respective department head explaining why proper procedure was circumvented.

If you receive an invoice for a requisition already sent to Procurement, please forward it to accountspayable@brockport.edu immediately. Please make sure to include the requisition number and your payment approval for immediate payment.

If you receive an invoice but have not already sent a requisition to Procurement, please send the requisition, invoice and supporting documentation to procurement@brockport.edu.

Absolutely never.

There are several ways you can prove reasonableness of price including but not limited to:

• Comparing the price with other quoted prices (three quotes)
• Comparing the quoted price with the price for the same or similar services within the last six months
• Comparing the quoted price with prices in various procurement publications
• Reviewing the type of work that was previously accepted by the campus at a similar price
• Comparing the quoted price with cost to other governmental entities (other SUNY’s).
